Location
Sonora, CA - the foothills of the Sierra Nevada Mountains, close to Yosemite National Park (relocation required)
Position
The Development Project Manager (DPM) will assist with and manage multiple commercial real estate development projects. This manager will support redevelopment and development projects in the Western States by overseeing the entire project’s due diligence, entitlement, design, and permit processes. The DPM will engage with clients and municipalities, preparing budgets, analyzing development scenarios for new and existing assets, and contributing to project design and planning. This role will also supervise the project consultant team (land use attorneys, environmental consultants, architects, engineers, etc.), research municipal land use and zoning requirements, obtain all necessary permits, engage with construction teams, and coordinate with leasing and property management teams. This executive will lead the execution of the development process for multiple commercial projects simultaneously across various phases. The ideal candidate serves as an advisor to the firm’s principals in all phases of development projects.
Responsibilities

Real Estate Acquisitions:
- Coordinate with COMPANY’s real estate team to prepare initial site layouts and feasibility reports.
- Compile applicable elements of the Real Estate Committee approval package, including budget, timeline, feasibility reports, and site plans.
- Communication with land sellers, governmental agencies, and other parties throughout the development and closing process as necessary to facilitate the development of company projects.
Due Diligence:
- Manage all aspects of the due diligence process including, but not limited to: feasibility studies, geotechnical evaluations, environmental audits, title reviews, and surveys.
Project Scheduling:
- Build schedules.
- Manage all dates and processes within a project to ensure the project progresses as anticipated. This shall include but is not limited to critical dates within leases and development agreements, purchase and sale agreements, tenant and internal processes, due diligence, entitlement, design, permitting/approvals, construction, and turnover.
- Report on schedule status across multiple projects.
- Work to solve schedule problems.
Entitlement and Permitting:
- Work with COMPANY’s design consultants and with Authorities Having Jurisdiction in guiding each project through its governmental approvals process.
Project Design and Engineering:
- Hiring Design Team by: preparing Request for Proposals, managing the bid process, negotiating with Architects, Engineers and Consultants and preparing Draft AIA agreements.
- Manage COMPANY’s design consultants to design our projects within the parameters of a Real Estate Committee approved site plan, prototype drawings, budget, tenant’s criteria, and the local municipal codes.
- Manage and have a thorough understanding of the following project documents: site plans, surveys, geotechnical reports, Phase 1 & 2 ESA reports, Civil, Landscape, Architectural, Structural, Mechanical, Electrical and Plumbing drawings, etc.
- Thoroughly review Civil and Architectural design plans to drive quality and cost effectiveness. Identify costs reduction opportunities.
- Lead Plan Review meetings at regular intervals with the Construction Division to identify errors/omissions prior to construction documentation completion. Lead meetings with Designers and Consultants for conformance to all planning, design and construction standards. Ensure quality and consistency of same.
- Manage overall design schedule and ensure that the Design Team is on schedule with their deliverables.
Project Budgeting:
- Aid with the preparation, analysis and on-going administration of a development’s budget/proforma. Including site, building, tenant build-out, architectural, engineering, brokerage commissions, tenant allowance costs, and any other ‘Soft’ and ‘Hard’ costs.
- Prepare, maintain and monitor project budgets and preparing monthly project development reports.
- Reporting and tracking of project budget, change orders, draw review, delivery schedule, entitlements, incentives and deliverables.
- Review and approve construction applications for payment, change orders and consultant invoices.

Essential Duties:
- Prepare and maintain electronic files and/or project binders of project information.
- Acquire/review Due Diligence project files and materials, maintain tracking of due diligence materials and generate summary of findings.
- Request and review various project related proposals (Soils, Environmental, Architectural, Planning, Civil and Landscape);
- Preparation of entitlement and development budgets, schedule and cash flows for Principal approval.
- Coordinate plan submittals, disbursement of plan review redlines/comments, secure plan approval, process Approvals to Construct and process of Notices of Intent.
- Manage consultants and internal coordination with development team;
- Coordinate Value Engineering and Quality Control of plans;
- Request various Will Service Letters from Utility Providers;
- Dry utility plan coordination of utility provider design;
- Potentially secure, place and monitor all bonds and licenses for Land Development;
- Prepare scopes of work, Requests for Proposals, bid spread analysis;
- May perform general administrative duties including preparing and following up on correspondence, check requests, legal documents, various agreements, memos and other similar documents; processing project related mailings and/or various project notifications;
- Attend out-of-town municipal and neighborhood meetings, as needed;
- Perform other duties as assigned and may include providing administrative support to other departments.
- Research the inspection process from procurement of permits, proper inspection requests, jurisdiction specifications and final acceptance;
- Review plans and assist in resolving conflicts during the course of construction;
- Assist with the inspection process to ensure proper procedures and specifications are met;
- May conduct onsite coordination for construction activities;
- May complete final inspection with applicable municipality inspector;
- Prepare Final Closeout Package for Jurisdiction/Municipality/Utility Provider review and secure Substantial Completion Letters.
- Assist with turnover of project to Tenant and/or Property Management.

- Minimum of 5 years of directly related experience in Commercial Real Estate Due Diligence, Entitlement, Design, Development and Construction, with specific experience dealing with zoning, entitlements and land-use issues.
- Ability to read and interpret construction documents.
- Knowledge of construction standards, work methods, materials and operating practices.
- Ability to travel regularly to project sites.
