- Minimum of 10 years of progressively responsible IT leadership experience, including 5 years in a senior management or CIO role.
- Experience in a public sector or government environment strongly preferred.
- Certifications such as a Certified Government CIO (CGCIO), PMP, CISSP, or ITIL are desirable.
- Demonstrated success in leading digital transformation and enterprise modernization initiatives.

Position Summary Allegheny County is seeking a visionary and strategic leader to serve as the Director of the Department of Information Technology and Chief Information Officer (CIO). Reporting to the County Manager, this executive-level position is responsible for leading the County’s enterprise-wide technology strategy, operations, and innovation. The CIO will drive digital transformation – focusing on how services are delivered, how decisions are made, and how employees work; ensure secure and reliable IT services; and align technology initiatives with the County’s mission to deliver efficient, equitable, and citizen-focused services.
Overview Duties:
Strategic Leadership & Governance - Develop and implement a county-wide IT strategic plan aligned with organizational goals and public service priorities, including efforts to centralize the County’s IT operations.
- Lead enterprise architecture planning and ensure alignment with emerging technologies and best practices.
- Establish IT governance frameworks to prioritize initiatives, manage risk, and ensure transparency and accountability.
- Advise County leadership on technology trends, opportunities, and risks.
Customer Service & Stakeholder Engagement - Serve as a strategic partner to elected officials, department directors, and external agencies.
- Foster a customer-centric culture within the Department of Information Technology.
- Collaborate with County departments to understand business needs and deliver responsive, value-driven IT solutions.
- Promote digital equity and accessibility in public-facing services.
Infrastructure Operations & Cybersecurity - Oversee the design, implementation, and maintenance of the County’s IT infrastructure, including data centers, networks, cloud services, and end-user computing.
- Ensure high availability, performance, and resilience of critical systems and services.
- Lead the County’s cybersecurity strategy, including risk management, incident response, and compliance with federal, state, and local regulations.
- Manage vendor relationships and service-level agreements for infrastructure and security services.
Project & Portfolio Management - Direct the planning, execution, and oversight of enterprise IT projects to ensure alignment with County priorities, timelines, and budgets.
- Implement portfolio management practices to evaluate, prioritize, and balance IT initiatives based on strategic value, risk, and resource capacity.
- Establish and enforce project management standards, methodologies, and tools to promote consistency, transparency, and accountability.
- Monitor project performance through key performance indicators (KPIs), risk assessments, and regular reporting to County leadership.
- Foster cross-functional collaboration among technical teams, business units, and external partners to ensure successful project delivery and stakeholder satisfaction.
Innovation - Lead the County’s digital transformation efforts by identifying and implementing emerging technologies that improve service delivery, efficiency, and accessibility.
- Develop and execute an enterprise innovation strategy that encourages experimentation, cross-departmental collaboration, and continuous improvement.
- Champion the use of data analytics, automation, and AI to enhance decision-making, streamline operations, and deliver proactive public services.
- Establish governance frameworks and ethical guidelines for the responsible use of artificial intelligence (AI) and machine learning technologies.
- Promote a culture of innovation within the Department of Information Technology by supporting pilot programs, proof-of-concept initiatives, and agile development practices.
Resource Management - Oversee the development and administration of the department’s operating and capital budgets, ensuring alignment with strategic priorities and fiscal responsibility.
- Manage IT procurement processes, vendor relationships, and contract negotiations to maximize value and ensure compliance with County policies.
- Develop workforce strategies to recruit, retain, and develop a diverse, skilled, and future-ready IT team.
- Implement performance management systems to monitor service delivery, optimize resource allocation, and drive accountability.
- Ensure effective asset management, including lifecycle planning for hardware, software, and infrastructure investments.
