Under the direction of the Motor Carrier Specialist III, plans, organizes, and directs the work of a field MCSU or Field Division office; acts as a staff assistant to the Motor Carrier Specialist III; conducts ongoing field training for assigned Motor Carrier Specialist I personnel on a one-to-one basis and as a principal instructor at in-service classes; performs specialized research and administrative functions; reviews and evaluates the effectiveness of field inspection and investigation activities and recommends changes in the motor carrier regulation program as needed; advises carriers and assists in developing programs for the selection, training, and supervision of drivers, vehicle inspection maintenance, operational, and hazardous material handling practices; makes field studies and investigations of special conditions, or of complaints alleging improper or unsafe operating practices; performs special research and makes test of automotive equipment and new automotive equipment devices; provides technical information regarding hazardous materials transportation to field enforcement personnel and to other state agencies as requested; gathers evidence, prepares complaints, and testifies as an expert witness in proceedings before the courts and transportation regulatory agencies.

The employee will work both indoors and outdoors. While indoors, the temperature and humidity are reasonably controlled, but while outdoors, the employee is exposed to climatic conditions. The employee may occasionally be exposed to toxic materials.
This position is designated under the Conflict of Interest Code. The position is responsible for making or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete Form 700 within 30 days of appointment. Failure to comply with the Conflict of Interest Code requirements may void the appointment.
